| Ne zaman insanlar birlikte yaşamaya başladılar, birlikte yaşamayı düzenleyen, iş birliği ve dayanışmayı amaçlayan kurallar ortaya koydular. O zamanlarda kurallara uymama başka bir deyimle suç mefhumu da birlikte ortaya çıktı, aynı şekilde kuralların toplum adına koruma ve kollama ihtiyacı da kendiliğinden doğdu. Bu amaçla değişik isimler adı altında teşkilatlar kuruldu. Bilinen ilk Türk devletlerinden beri toplum düzenini korumak ve kollamak için her zaman belli bir kuvvet istihdam edilerek hazır bulunduruldu. Türk devletlerinde kamu düzenini koruyan ve kollayan, bu günkü manada polisin görevini yerine getiren görevliler üzerinde duruldu ve emniyet teşkilatı için ilk defa polis tabirinin kullanıldığı 1845’dern itibaren emniyet teşkilatının geçirdiği evreler ve bu teşkilat için yenilikler yapıldı. Emniyet ve asayişi temin etme, toplumun huzur ve esenliğini sağlama görevi, insanların bir arada yaşamasıyla birlikte ortaya çıkmış, devlet düzeninin kurulmasıyla da müesseseleşmiştir. Her devlet kendi varlığım ve toplumun huzurunu sağlamak için çeşitli kanunlar koymuş ve bunları korumakla görevli müesseseler oluşturmuştur. Bunun en gelişmiş şekli de polis teşkilatı olmuştur. Devlet güvenliği ve toplumun huzurunu sağlamakla görevli kılman Türk polisi, bunu gerçekleştirirken Mustafa Kemâl Atatürk’ün ifadesiyle; bir asker kadar disiplinli, bir hukuk adamı kadar hukukçu ve gerektiğinde bir anne kadar şefkatli ve çekinmeden hayatını feda edebilecek karakterde olmalıdır. | When people started living together, they put forward rules that regulate living together and aim at cooperation and solidarity. At that time, the concept of not obeying the rules, in other words a crime, emerged together, and the need to protect and watch the rules on behalf of the society arose spontaneously. For this purpose, organizations were established under different names. Since the first known Turkish states, a certain force has always been kept ready to protect and watch the social order. It focused on the officers who protect and watch over the public order in Turkish states and fulfill the duties of the police in today’s sense. The duty of providing security and order and ensuring the peace and well-being of the society emerged with the coexistence of people and became institutionalized with the establishment of the state order. Each state has set various laws in order to ensure its own existence and the peace of the society and has established institutions responsible for protecting them. The most advanced form of this has been the police organization. The Turkish police, who made it their duty to ensure the state security and the peace of the society, while doing this, in the words of Mustafa Kemal Atatürk; He should be as disciplined as a soldier, as a lawyer as a lawyer, as compassionate as a mother when necessary, and has the character to sacrifice his life without hesitation.
