Küresel İklim Krizi Tedbirlerine Uyum Sürecinde Demir Çelik Sektörü: CRITIC ve CoCoSo Yöntemleriyle Bir Değerlendirme

Öz

Purpose: The aim of this study is to reveal the performance of 46 major steel producing countries in their adaptation processes to global climate crisis measures for the period 2018-2021.
Methodology: In this research, CRITIC and CoCoSo methods, which are multi-criteria decision making methods, were preferred. The criterion weighting problem was performed by CRITIC method and the ranking of decision alternatives was performed by CoCoSo method. The analyzed countries were classified into two groups according to their average R&D expenditures as a percentage of GDP. The findings were obtained separately for all years.
Findings: Among the countries in the first group, the highest performance belongs to South Korea and the lowest performance belongs to the USA. The findings from the second group show that the highest performance belongs to Turkey and the lowest performance belongs to Russia. Indonesia’s development momentum in the process of adaptation to global climate crisis measures is also among the remarkable results of the study.
Originality: The studies in which CRITIC and CoCoSo, two MCDM, are used simultaneously are quite limited both in the iron and steel sector and in the climate crisis and green economy. The consistency of the results obtained with the cyclical conditions of the countries and the literature points to the efficiency of the method preferred in this study.

Öz

Amaç: Bu araştırmanın amacı, başlıca çelik üretimi gerçekleştiren 46 ülkenin küresel iklim krizi tedbirlerine uyum süreçlerindeki performanslarını 2018-2021 dönemi için ortaya çıkarmaktır.
Yöntem: Bu araştırmada çok kriterli karar verme yöntemlerinden olan CRITIC ve CoCoSo yöntemleri tercih edilmiştir. Kriter ağırlıklandırma problemi CRITIC yöntemiyle, karar alternatiflerinin sıralanması ise CoCoSo yöntemiyle gerçekleştirilmiştir. Analize tabi tutulan ülkeler GSYİH oranı olarak Ar-Ge harcamaları ortalamalarına göre iki grupta sınıflandırılmış ve bulgular tüm yıllar için ayrı ayrı elde edilmiştir.
Bulgular: Birinci grupta yer alan ülkeler içerisinde en yüksek performansın Güney Kore’ye ve en düşük performansın ise ABD’ye ait olduğu bulgusuna ulaşılmıştır. İkinci gruptan elde edilen bulgular ise en yüksek performansın Türkiye’ye, en düşük performansın ise Rusya’ya ait olduğu şeklindedir. Endonezya’nın küresel iklim krizi tedbirlerine uyum sürecindeki gelişim ivmesi de çalışmanın dikkat çekici sonuçları arasında yer almaktadır.
Özgünlük: Çok kriterli karar verme yöntemlerinden CRITIC ve CoCoSo’nun eşanlı olarak kullanıldığı çalışmalar hem demir çelik sektörü özelinde hem de iklim krizi ile yeşil ekonomi konularında oldukça sınırlıdır. Elde edilen sonuçların ülkelerin konjonktürel durumları ve literatür ile uyumu, çalışmada tercih edilen yöntemin uygunluğuna işaret etmektedir.
