| Altıyüz yıl boyunca üç kıtada varlığını sürdüren Osmanlı İmparatorluğu’nun bu başarısının temelinde, fetih hareketlerinin yanı sıra güçlü bir teşkilatlanma ve başarılı bir yönetim sistemi vardı. Devletin merkez bürokrasisinde yer alan Divân-ı Hümayun, başta idari, siyasi ve mali olmak üzere her türlü meselenin görüşülüp karara bağlandığı bir merci konumundaydı. Divân-ı Hümayun’da alınan kararlar ve çıkan hükümler çeşitli defterlere kaydedilirdi. Bu defterlerden biri de Osmanlı bürokrasisi tarafından düzenlenen Ahkâm Defterleri’dir. Bu çalışmaya konu olan defter, Devlet Arşivleri Genel Müdürlüğü Osmanlı Arşivi Daire Başkanlığı’na kayıtlı olup “17904 Numaralı Maliye Ahkâm Defteri” olarak kataloglanmıştır. Daha çok mali meseleleri ilgilendirdiğinden Maliyeden Müdevver Defterler arasına kaydedilmiştir. II. Ahmed döneminin 1693-1694 tarihleri arasında tutulan bu defter, imparatorluğun taşradaki devlet idarecilerine gönderilen hükümleri içermektedir. Defter daha çok sefer için mühimmat tedariki, lojistik, asker temini, kale tamiri ve inşası, tayinler, mukataa tasarrufu, tımar ve zeamet tevcihi, Türkmen cemaatlerin ve başka yerlerden gelen halkın iskân ettirilmesi, sefer masrafları için para temini gibi pekçok konuyu kapsamaktadır. Bu çalışmada XVII. yüzyılın sonlarında başta maliye olmak üzere dönemin genel atmosferi ele alınmış ardından Ahkâm Defterleri hakkında genel bilgiler verilmiş ve incelenen defterin muhtevası, defterin transkripsiyonu ve hükümlerin kısa özetleri yapılmış ayrıca hükümler tablo halinde sunulmuştur. | |||
| The basis of this success of the Ottoman Empire, which ruled on three continents was for six hundred years, was a strong organization and a successful menagement system, in addition to its military activities. Located in the central bureaucracy of the state, Divan-ı Hümayun was in the position of an authority where all kinds of issues, especially administrative, political and financial issues, were discussed and roselved. The decisions taken and the rulling in the Divan-ı Hümayun were recorded in various books. One of these notebook is the Ahkam Notebooks was organized by the Ottoman bureaucracy. The notebook that is the subject of this study. It is registered to the Ottoman Archives Department of the General Directorate of State Archives and it is cataloged as “Financial Judgment Book number 17904”. Since it mostly concerns financial matterns, it has been recorded in the Financial Affairs Registers. This book, which was kept between 1693 ve 1694 during the reign of Ahmed, contains the provisions sent to the state administrators in Rumelia and Anatolion provinces. The book covers the supply of ammunition for more expeditions, logistics, supply of soldiers, fort repair and construction, appointments, mukâta’a savings, deposit and zeamet allocation.
