| Elazığ, Cumhuriyetin kuruluşundan günümüze kadar ekonomik, sosyal ve kültürel gelişim açısından jeostratejik konumunu ve önüne çıkan fırsatları tam olarak değerlendirebildiğini söylemek mümkün değildir. Bununla birlikte Doğu Anadolu illeri arasında iyi bir gelişmişlik seviyesi yakalamış ancak, Türkiye genelinde ortalama bir seviyede kalmıştır.Avrupa Birliğine girme surecinde olan ülkemizde Elazığ, Avrupa Birliği kriterlerine uyum aşamasında önüne çıkan imkânları en verimli biçimde kullandığı takdirde; İlin ekonomik, sosyal ve kültürel dokusu bütünüyle hızlı bir gelişme göstereceği beklenmektedir. Elazığ var olan tüm güzelliklerine böylesi bir görüntüyü de ekleyerek, çağdaş ve modern bir kent olmanın avantajlarını yakalayacaktır. Bu bağlamda ilin gelişme ivmesi yukarıya doğru devamlı artış göstereceği şüphesizdir.Elazığ’ın başlangıçta 5084 sayılı Teşvik Yasası dâhilinde olmaması İl’e gelecek yeni yatırımları önemli ölçüde engellemekte ve diğer illerle arasında haksız rekabet oluşmasına neden olmakta idi. Bu durum İlin geleceği açısından büyük dezavantaj teşkil etmekte olup; Teşvik yasasına dâhil edilmesi ile birlikte bu sıkıntı az da olsa giderilmiştir.Ülkemizin ve Elazığ’ın en önemli problemi olan işsizliğin önüne geçebilmek için ise işgücü piyasasının ihtiyaçları belirlenerek, eğitim-istihdam ilişkisinin kurulması gerekmektedir. Bu bağlamda kalkınmada en önemli unsurun beşeri sermaye olduğu gerçeğinden hareketle, bütçeden eğitime ayrılan payın mutlak surette arttırılması kaçınılmazdır.Elazığ’ın gelişip kalkınmasında il potansiyellerinin en iyi şekilde değerlendirilmesinde, mevcut kaynakların verimli ve gerçekçi kullanımı ve bunlara dayalı olarak küçük ve orta ölçekli sanayinin desteklenmesi ve geliştirilmesi büyük önem taşımaktadır. Bunun için de, mevcut sanayi yapısı profilinin ortaya konulması, gelişme imkân ve kabiliyetinin belirlenmesi, geleceğe yönelik yeni yatırım hedef ve stratejilerin tasarlanması ve uygulanması da üzerinde ciddiyetle durulması gereken hususların başında gelmektedir.ANAHTAR KELİMELER: Yatırım, Sosyal Maliyet, Sosyal Fayda, Sermaye, İstihdam, İşsizlik. | |||
| Elazığ, the establishment of the Republic to the present economic, social and geo-strategic position in terms of cultural development and the opportunities in front of a full assessment is not possible to say can. In this context, the upward momentum of development of the province continued to show growth is indispensable.Elazığ’s Incentives Act No. 5084 in the first place not within the province substantial new investments in the future to prevent unfair competition between and with other provinces to cause, respectively. This situation for the future of the province and constitutes a major disadvantage; subsidies to be included in the law, albeit with less of this problem has been corrected.Our country and Elazığ’s most important problem of unemployment which can help to prevent the labor market needs to be determined, training-employment relationship should be established. In this context, the most important factor in development of human capital to move from the fact that, from the budget allocated to education increased the absolute is inevitable.Elazığ’s development potential and development of the province in the best way for evaluating existing resources and their efficient and realistic use of small and medium-scale industry based on support and development is of great importance. For this, the existing industrial structure to be put in the middle of the profile.
