| Osmanlı Devleti’nin en yüksek yargı ve karar organı olarak Dîvân-ı Hümâyûn’da alınan kararların özetlerinin kaydedildiği farklı defter çeşitleri bulunmaktadır. İlk zamanlar devletin iç ve dış tüm meselelerine ait kararlar ve bu meselelerle ilgili fermânlar Mühimme Defterleri adı verilen defterlere kaydedilirdi.1649’dan itibaren artan şikâyetlerle birlikte “Şikâyet Defterleri “tutulmaya başlanmıştır. XVIII. yüzyılın ortalarından itibaren (1742) ise şikâyetler her Eyâlet için ayrı oluşturulan “Ahkâm Defterleri’ne” kaydedilmeye başlanmıştır. Ahkâm defterleri oluşturulduğu halde şikâyet defterleri tutulmaya devam edilmiştir. Ahkâm Defterleri, temelde halkın şikâyet ve problemlerini çözüme kavuşturmak ve adaleti tesis etmek amacıyla düzenlenmiştir. Osmanlı bürokrasisinde onaltı eyâlet adına düzenlenen bu defterlerin şekil ve içerik yönünden değerlendirilmesi ve tanıtılması gerek tarihi çalışmalara gerekse bölge üzerine yapılacak akademik çalışmalara katkı sağlaması bakımından önem arz etmektedir. Bu çalışmada 5 numaralı Bosna Ahkâm Defteri’nin fiziksel durumu, dil ve diplomatik özellikleri, içeriği ve içerdiği belge sayıları detaylı bir şekilde incelenmiştir. Çalışma sırasında elde edilen veriler gerektiğinde tablo hâlîne getirilip metin içerisinde verilmiş, böylece çalışmaya istatistiksel katkı sağlanılması amaçlanmıştır. Bu çalışma neticesinde defterdeki hükümlerin içeriği, defterde bahsi geçen yerleşim birimleri de tespit edilerek bölgenin coğrafi sınırları hakkında da bilgilere ulaşılmıştır. | There are different types of notebooks in which the summaries of the decisions taken are recorded in the Dîvân-ı Hümâyûn which is the highest judicial and decision organ of the Ottoman Empire. In the early days, the decisions regarding all internal and external issues of the empire and the edicts related to these issues were recorded in the books called Mühimme Defterleri. With the increasing complaints since 1649, “Şikayet Defterleri” started to be kept. From the middle of the XVIII. century (1742), complaints began to be recorded in the “Ahkâm Defterleri”, which were created separately for each state. Şikayet Defterleri continued to be kept even though the Ahkâm Defterleri were created. The Ahkâm Defterleri are basically designed to resolve the complaints and problems of the people and to establish justice. It is important to evaluate and introduce these notebooks in terms of form and content which were organized on behalf of 16 states in the Ottoman bureaucracy, for contributing to both historicâl studies and academic studies on the region. In this study, the physical condition, language and diplomatic features, content and number of documents included in the Bosnian Ahkâm Defterleri numbered V were reviewed in detail. The data obtained during the study were tabulated when necessary and given in the text, thus it was aimed to make a statistical contribution to the study. As a result of this study, the content of the provisions in the book and the settlements mentioned in the book were determined and information about the geographical boundaries of the region was also obtained.
