| ÖZET Roma’da M.Ö.509′ da başlayan Cumhuriyet yönetiminin en önemli özelliği “Senatus”, “Halk Meclisleri” ve “Magistratus’luklar” arasında ortak bir yönetim anlayışı ile devletin yönetilmesi geliyordu Bu üç organ arasında karşılıklı denge temeline dayalı bir düzen ve işbirliği vardı Cumhuriyetin Akdeniz fetihleri sırasında, bu dengenin “Senatus” lehine değişmesine rağmen, daha sonraki dönemde, özelikle Augustus ile başlayan Principatus’lukla birlikte siyasal denge ağırlıklı olarak Princeps’e (yani İmparator, önder kişi) geçmiştir. Cumhuriyet kurumlan eskisi gibi var olmalarına rağmen işlevleri, etkinlikleri Cumhuriyet dönemine oranla çok gerilemiştir. Artık, erkin sahibi Princeps olduğu için, Cumhuriyet’in karşılıklı sorumluluk ve denge anlayışı yerine, tek kişinin etkin olduğu yönetim şekline (Principatus’luk) geçilmiştir. | |||
| SUMMARY: Republic government system began in Roma B.C. 509, the mast important charetistics of Republic government system are “Senatus”, “Cornice’s” and “Magistrats” have a common understarding of administration and to govern the country in that direction. Among these theree there were harmony, regulation and cooperation based on mutual balance. Although this balance has moved in thefavour of “Senatus” during the conguest of Mediterranean, in later era, especially beginning with Augustus and then together with Principatus the political power has been gained by Princeps (i.e emperor, leader). Although there are still institutions of Republic as they were in the old days, when they are compared to the era of republic their functions and efficiency are not as good as they were. Because the Princeps has all the power, instead of Republic’s mutual responsibility and understanding of balance, eguality, the type of goverment taht only one person has all the efficiency and power has been brought to power. | |||
